Jakarta – The Ministry of Communication and Digital Affairs (Komdigi) has revealed findings that a State-Owned Enterprise (SOE) has more than 99,000 applications. The situation is seen as reflecting that digital transformation in a number of institutions is still focused on the number of applications created rather than the impact they generate.
As reported by Tirto.id, Director General of the Digital Ecosystem at Komdigi, Edwin Hidayat Abdullah, said the information came from a complaint made by the president director of an SOE. According to Edwin, the large number of applications has become a problem for the company itself.
“There is one large SOE that complained to me. It turns out that the company has more than 99,000 applications,” Edwin said while speaking at the Risk and Government Summit 2026 in Jakarta on Tuesday (July 14).
Edwin said the president director even remarked sarcastically, “Why not just make it 100,000?” as an expression of concern over the large number of applications developed without integrated management.
The former Deputy at the Ministry of State-Owned Enterprises believes that this phenomenon may not be limited to a single company. According to him, the success of digital transformation should not be measured by the number of applications created, but by technology’s ability to solve problems and improve productivity.
He emphasized that digitalization must provide tangible benefits to society, such as helping farmers increase production, strengthening MSMEs, improving the quality of healthcare and education services, supporting the manufacturing industry, expanding access to financing, creating jobs, and driving economic growth.
In addition, Edwin also highlighted the importance of building public trust in technology, particularly artificial intelligence (AI). According to him, the greatest challenge is not the rapid advancement of AI itself, but ensuring transparency in data usage, accountability of AI systems, and public trust in the technology.
The government, Edwin added, is currently preparing a Presidential Regulation on Artificial Intelligence (AI) Governance as a legal framework to ensure that AI development in Indonesia is carried out safely, responsibly, and in a way that provides tangible benefits to society.
