5 Indonesian State-Owned Enterprises with the Largest Workforces

JAKARTA — The scale of Indonesia’s state-owned enterprises (SOEs) can also be seen from the size of their workforces. Among the country’s state-owned companies, PT Bank Rakyat Indonesia (Persero) Tbk, or BRI, had the largest number of employees based on data from Fortune Indonesia 100 2026.
BRI employed 82,192 people in 2025, putting it well ahead of PT PLN (Persero), which had 49,979 employees.
PT Bank Mandiri (Persero) Tbk ranked third with 38,751 employees, followed by PT Pertamina (Persero) with 35,295 employees. PT Kereta Api Indonesia (Persero), or KAI, rounded out the top five with 31,153 employees.
Combined, the five SOEs employed 237,370 people.
BRI Has the Largest Workforce
BRI had the largest workforce among the SOEs included in the Fortune Indonesia 100 2026 ranking.
With 82,192 employees, BRI’s workforce was around 1.6 times larger than PLN’s, which ranked second among state-owned companies.
Across all companies included in the Fortune Indonesia 100 2026, BRI ranked fourth in terms of workforce size.
PLN Ranks Second
PLN was the second-largest SOE by number of employees, with 49,979 workers.
The figure placed the state-owned electricity company fifth overall among all companies in the Fortune Indonesia 100 2026 ranking based on workforce size.
Bank Mandiri in Third Place
Bank Mandiri ranked third among SOEs, with 38,751 employees.
The figure put the state-owned lender in sixth place overall in the Fortune Indonesia 100 2026 workforce ranking.
Pertamina Employs 35,295 People
Pertamina had 35,295 employees, making it the fourth-largest SOE by workforce.
Beyond its workforce, Pertamina also ranked as the company with the highest revenue in the Fortune Indonesia 100 2026 based on its 2025 performance.
KAI Completes the Top Five
KAI ranked fifth among Indonesian SOEs, with 31,153 employees.
The state-owned railway operator placed 10th overall among companies in the Fortune Indonesia 100 2026 ranking based on the number of employees.
19 SOEs Make the Fortune Indonesia 100
A total of 19 Indonesian SOEs were included in the Fortune Indonesia 100 2026 ranking.
Together, the companies generated Rp3,131.83 trillion in revenue in 2025, accounting for around 50.32% of the total revenue generated by all companies on the list.
Fortune Indonesia set a minimum revenue threshold of Rp12.31 trillion in 2025 for companies to qualify for the ranking.
Combined revenue across all 100 companies reached Rp6,224.01 trillion.
However, stronger revenue did not necessarily translate into higher profits. Of the 100 companies on the list, 49 reported an increase in net profit, while the remaining 51 recorded declines.
Fortune Indonesia Editor-in-Chief Hendra Soeprajitno said revenue growth does not automatically translate into stronger profitability.
“Top-line growth does not automatically translate into profit growth,” Hendra said.
